Abstract. Population control is authoritarianism, family planning not necessarily. Yet, even in the case of family planning one can ask if it makes sense, since that it is not necessary for middle class urban families, and is detrimental to poor rural families, to which children are rather an investment than an expenditure. There is, however, a moment when family planning is helpful: when families are already urban, but did not realize that their interests changed. Family planning programs should try to strategically fill this knowledge gap.
