Liberal and social-democratic states were characterized by bureaucratic administration. To the new state, social liberal, that is rising in the 21st Century, will correspond a new public management, in which civil servants shall be more autonomous and more accountable to society. The new state is liberal, because it strongly believes in the market and in competitiveness, and is social because maintains its commitments with universal social rights. It is liberal and social because it is democratic, and attends citizens' demands for better and more efficient public services.
