Managerial reform in Brazil aims to change Brazilian public administration from a bureau-cratic to a managerial one. A bureaucratic public administration represented a great progress. But it ceased to make sense when the state added to its role providing public education, health care, public culture, social security, science and technology incentives, infrastructure investments, environment protection. Managerial public administration emerged as an answer to the crisis of the state, as a form of coping with the fiscal crisis, and as a strategy to turn efficient the new huge services the state is supposed to perform.
